Long wait (3-4 min) for medium jupyter server

When spinning up a medium server (compared to a small instance) the wait time seems much longer (3-4 min). Most of that time, the event log just says that it is loading some fornax (system?) image. I reproduced this twice. This is a long enough wait time that I was afraid things had hung or there was not availability.

We are aware of the slow start issue. We have a solution that we are working to finalize and deploy in the next a few weeks.
